From legend to likelihood: a ponderance

At what point do the elements of a good story/legend/myth/prophecy line up with the likelihood of real events happening?

i.e. the story of Michigan's weather being of two Native Americans who race, one always lagging but when he arrives and rests, the weather becomes warm, pleasant, and sunny.

That's quite like a metaphor for cold/hot air masses.
